Mexican Tile have the following characteristics: They have sandy backs, caused by dumping the wet tile slurry into the mold on the ground to sun dry before baking. Mexican Tile can have chipped edges. Mexican Tile can have lime pops, little craters. Mexican Tile are not the same size. Mexican Tile are not the same thickness. Mexican Tile are not all flat. Mexican Tile are not all square. Mexican Tile does not have a kiln fired glazed finish.
Mexican Tile is basically raw red clay which is usually hand pressed and sometimes with a little filtered dirt added, it is not ceramic tile with a kiln fired glazed finish, you have to keep it sealed and clean.

Under adverse conditions, after strong flooring strippers have been used, it may sometimes be necessary to hand sand old Mexican tiles that have black/white dots from a rubber pad embedded in the tile, an oscillating hand held sander is used and does not mark the tile with any circles.
A simple sanding will take care of the problem seen above using a small oscillating sander, oscillating sanders are easy to control, you can use them to round edges, sand inside corners as well as smooth a flat or rough surface. If stain appears near the surface of sealed clay, gently try sanding away stain. Saltillo tiles are then kiln fired to ensure hardness and durability. The tiles are carefully positioned in the kiln in order to create different colors. Depending on the tile position in the kiln, the resulting tiles can range in hue from pale amber to dark Terra-cotta.

Traditionally, Saltillo tiles are left unglazed, although some manufacturers sell them pre-treated or pre-sealed in order to increase their durability.Saltillo tile is not terribly strong or hard. Although it is comparable to other stone tiles (such as slate) it can chip and crack. When used as exterior tiling, it can only be used in very mild climates, as harsh weather can damage the tile.
This type of tile typically has a MOH (measure of hardness rating) between 3 and 4. Saltillo tile was introduced to Mexico by Spaniards hundreds of years ago, and the process of making the tile has remained the same since. The tile is actually named after the Mexican town of Saltillo, which produces the right clay and weather for making this popular tile.Saltillo tile has a few drawbacks.
Unsealed and untreated tile needs to be laboriously cleaned with diluted ammonia and “elbow grease”, and lots of rinsing.  Mexican Tile Renew suggests that existing Saltillo tile floors need stripping and resealing (about every 4 to 6 years), before and after cleaning to do a proper job.  Installing Saltillo tile also has to be done carefully, as the tiles are delicate. 
Any chemicals spilled on the tiles can damage them, so it is crucial to keep the tiles covered with paper until the installation is complete.  It is important to wipe up spills and dirt right away, as the tiles can stain. The floor cannot be flooded because it will weaken the delicate tiles.  
Only slightly damp mops can be used on the floors, and only the mildest cleansers (no harsh chemicals, no bleach or vinegar). A sealant will have to be reapplied to keep the floor in good condition. Despite these disadvantages, there are many benefits to selecting Saltillo tile for your flooring needs. Saltillo – Mexican tile is beautiful and offers design flexibility. Mexican Tile Restoration – Saltillo Tile Restoration Efflorescence, the white spots seen on Mexican tile, comes from the back of the tile not from the top of the tile. Efflorescence is a white crystalline deposit that is composed of salts, lime and/or other minerals, see example photo above. These deposits may become visible on many types of building surfaces such as concrete, stucco, grout, masonry, brick, natural stone, clay, ceramic tile, Mexican tile and even wood. These salts and minerals are water-soluble and generally come from the ground up or where contentious or alkali substances exist (thin set motor used to set Mexican tile).
 

You need to remove the source of water that gets under the tile to correct the problem. If efflorescence exists on an installed surface then strip off the sealer and rinse with an acidic cleaner, rinse with clean water, dry out and reseal. These salts and minerals are reactive to most acidic cleaners and will usually dissolve upon contact. Moisture migration follows the path of least resistance. Therefore, with dense surfaces such as ceramic tile, it is often found that the grout lines are more vulnerable to show efflorescence due to the higher concentrations of these deposits in those areas. On the other hand, Saltillo tile or Mexican tile is porous enough that moisture transmission and salt or mineral deposits can be seen throughout the entire surface.
